Am I Eligible?

This program applies if your project meets any of the following criteria:

  • It is a new commercial or multifamily facility.
  • It includes a major renovation of an existing commercial or multifamily facility.
  • There has been a major change in occupancy type.
  • It is a new addition to an existing facility.


How Much Will My Rebate Be?

There are two approaches to calculating your rebate, based on your current project phase. The first approach uses an energy model to estimate energy savings compared with a baseline building; this is our Energy Model Approach (EMA). The second approach calculates estimated energy savings on a system-by-system level, such as lighting, air conditioning, etc. This is our Systems Approach (SA). Energy Model Approach (EMA) is an analysis during the conceptual or schematic development stage of the design.

Using this approach, our incentive is calculated and paid across three milestone stages: energy model, energy model report presentation, and post-construction.

Systems Approach (SA) is a method to identify and incorporate energy efficiency options during the construction phase.

Using this approach, Hawaii Energy will apply standard prescriptive and custom rebates. Custom rebates are calculated at $0.12/kWh based off energy savings and $125/kW for demand reduction.


How to Apply

The general rebate process for each approach is outlined and illustrated below. For complete details, please see the New Construction & Major Renovation Rules & Requirements.

  • Completed and signed Hawai‘i Energy Commercial Incentive Application
  • Completed and signed IRS Form W-9
  • Submit status of project (select current project phase that is most applicable from the list below)
    • Conceptual Schematic
    • Design Development
    • Construction Phase
    • Post-Construction
    • Close-out/Turn-over
  • Provide conceptual drawings and estimated project costs
  • Provide estimated project cost
  • Submit energy model report
  • Complete project design; begin permitting and construction

  • Compile documentation (as-built drawings, equipment specifications, and estimated project cost) and submit to Hawaii Energy.
