Electric Vehicle Charging Stations

EVs are in high demand – install a shared EV charging station (EVCS) at your commercial facility or multi-unit residential dwelling and reap the many benefits.
What’s New?
Act 164 (2023) allocated $637,500 in incentives for the EVCS rebate program. These funds are now available for installations through June 30, 2025. Please view the progress bar below to see the balance of program funds.
The total amount available is $404,229.26
Funding amount displayed as of June 20, 2024 represents the program’s total remaining amount through June 30, 2025, as directed by the Hawaii State Legislature under Act 164 (2023).
To apply, please download and fill out the latest EV Charging Station Incentive Application and submit with required supporting documentation to hawaiienergyEVCS@leidos.com. Supporting documentation includes:
- product specification sheet(s) of the EVCS
- copies of paid invoice(s) for equipment and installation
- W-9 tax form for the site host (March 2024 version)
- installation photos including: close up of the EVCS demonstrating the unit is activated, EVCS product label, complete parking stall(s), and signage indicating the stall(s) is/are reserved for EV charging as applicable.
Program Overview
- See rebate amounts and deadlines in the table below.
- The application form and supporting documentation can be submitted either before or after the installation is complete. Applications will not be processed until all required documentation is provided.
- Funding cannot be reserved. Completed applications will be processed on a first-come, first-served basis and are subject to the availability of funds.
- Program approval is not required prior to the purchase and installation of equipment; however, advance communication is strongly recommended to confirm that the planned installation qualifies for an incentive.
Eligibility
- Applications must be received by Hawaii Energy within 12 months of the date that a qualifying charging station was installed, activated, and made available for use (“EVCS Effective Date”) unless otherwise specified in the program rules.
- Applicants may apply for any number of Level 2 EVCS rebates per site and up to two (2) DC Fast Charger rebates per site.
- EVCS units must be networked and provide a minimum of 3kW of power output for Level 2 stations and 40kW for DC fast chargers.
- EVCS must meet the availability requirements. Installations that serve a single person, such as a reserved parking stall or a single-family residence, shall not be eligible for rebates.

How to Install
- Contact a local retailer/installation contractor to help you. We suggest choosing one of our approved Clean Energy Allies.
- Assess: Work with your contractor to assess your site and infrastructure and review their estimate for installing your station(s).
- Install: Once you approve the project, the contractor will install the charging station that will suit your needs.
- Submit Rebate Forms: Once your station is installed, be sure to submit all required documentation within 12 months of activating your station(s) unless otherwise specified in the program rules. Don’t forget, rebates are awarded on a first-come first-served basis as long as funding is available, so submit your application as soon as possible.

Rebate amounts and deadlines for qualifying EVCS
Affordable housing bonus in addition to rebate amounts available for qualifying affordable housing properties serving families making no more than 100% of AMI:
- $5,000 bonus per Level 2 EVCS for existing affordable housing developments
- $1,500 bonus per Level 2 EVCS for new affordable housing developments

EVCS installations on Kaua‘i are also eligible for KIUC rebates. Visit kiuc.coop/ev to learn more. Hawaii Energy and KIUC rebates may be stacked together (not to exceed total project costs).
Progress to Date
As of June 2024, over $1.5 million in rebates have been paid to help make 325 charging stations across the State a reality, including Level 2 stations at three affordable housing developments.
